A research network for Brazil

Since 2012, Fraunhofer IPK and other partners have been supporting the Brazilian National Service for Industrial Training (SENAI) in setting up a national research network. The aim is to build a bridge between universities and Brazilian industry.

Need for expansion of the scientific infrastructure

With a gross domestic product of almost USD 2 trillion, Brazil is the largest economy in South America and a major player on the global stage. The country has the resources and potential to play a leading role in the international scientific landscape. But to do so, it needs a solid infrastructure for research and development, as well as established universities and research institutions. For this reason, SENAI has been entrusted by the Brazilian National Confederation of Industry (CNI) with the task of establishing so-called "innovation institutes" throughout the country.

Serviço Nacional de Aprendizagem Industrial (SENAI for short, which translates as "National Training Service for Industrial Teaching") was founded in 1942 and specializes in training skilled workers for industrial professions. Today, approximately 28,000 employees work for the organization throughout Brazil. However, the task of establishing applied research institutions represented a new challenge for SENAI.

Therefore, SENAI management looked for international partners who could assist in strategy development and implementation. The decision fell on a strategic partnership with the Massachusetts Institute of Technology (MIT) and Fraunhofer IPK.

Fraunhofer IPK took over the planning and practical implementation of the planned national R&D network. Two points in particular spoke in favor of the Berlin institute: its many years of experience in applied research and its proven methods and references from the field of corporate management for the strategic planning of innovation systems.

Interactive workshop with representatives of all innovation institutes for competence building

The establishment of an initial 25 institutes began in the summer of 2012. In this first phase of the collaboration between Fraunhofer IPK and SENAI, the focus was on creating business plans for each individual institute. The Fraunhofer IPK researchers chose a participatory approach in which the strategies were developed in series of workshops on site with the institute managers.

Fraunhofer IPK supported the individual institutes in developing their own business plans in each case, including the service portfolios and technology strategies. These allow the individual innovation institutes to expand their role as national centers for applied research in their specific technology area.

The technology and research areas were selected based on current and future needs for technological solutions. The focus was on increasing the competitiveness of Brazilian industry and its main sectors.

In the second phase of the project, the Fraunhofer IPK team supported the actual implementation of the 25 institutes by setting up appropriate management and support processes.

In the third phase, a management audit moderated by neutral experts ensured a productive exchange between managers, regional and national departments of SENAI. This allowed for a valid and coordinated assessment of performance gaps to be identified, the actual causes of these challenges to be determined, and the derivation of appropriate and feasible actions to be carried out.

Finally, in the fourth phase, specific implementation plans were developed for each innovation institute. The participatory approach proved to be well compatible with the Brazilian work culture and ensured a unified understanding of the business strategy.

Long-term cooperation

In the meantime, SENAI has already been able to implement the 26th innovation institute by itself. To further secure the cooperation, Fraunhofer and SENAI have signed a new framework agreement called "ESCalate SENAI − Excellence, Sustainability, Cooperation". The follow-up project will run until the end of 2025, and within the project SENAI will collaborate with Fraunhofer IPK on four levels:

  1. Individual innovation institutes: continue evaluation of technological maturity 
  2. ISI network: targeted training and coaching units in strategy, organization and management methods for the innovation institutes, the regional departments in the states, and needs-based development of management skills throughout the network
  3. National: work on the strategic positioning of SENAI in the Brazilian innovation system and the development of impact analyses that highlight the value of the new research network for Brazilian industry and society
  4. International: intensification of R&D cooperation, including with partner institutes of the Fraunhofer-Gesellschaft

Fraunhofer IPK thus continues to support the innovation network with training and coaching for strategy, organization and management methods in order to further develop management competence throughout the network. This ensures long-term professionalization and supports growth.
